i reproach public schools for putting the students aside.( put aside = mettre de côté)
i accuse the parents of being responsible for that bloodbath.
i accuse the parents of not locking their guns safely/ properly (safely = with security)/properly = correctement
the parents are responsible for not educating their kids.
i charge the police for not checking.(check = control)

the parents should HAVE educated their kids.
HAVE entre should et part passé car HAVE est à la base verbale donc possible après un modal Et HAVE est toujours suivi d'un part passé donc possible ici .
TRADUCTION : Les parents AURAIENT DU EDUQUER = donc même chose en français AURAIENT = SHOULD// DU = HAVE mais ici BV et non part passé // EDUQUER = warned mais ici BV au lieu du part passé en anglais .
