The dog is lying on the politician's doorstep.The man is walking by.He might be going back home.He caresses the animal and promises the dog a bone.The dog is ecstatic/excited/ happy/ delighted/enthusiastic.But he never fulfils his promises/ it is still only a promise .After waiting for many a day, the dog eventually (finalement) goes back home.He is quite disappointed.If the dog could talk,I bet :

I blame Mac cain for being saddistic and wanting to wage a new war (wage a war= déclarer la guerre).
I charge the republican party for not being democratic enough.

I condemn the Democrats for wanting the peace at all cost (at all cost= à tout prix)
The republicans should be ashamed because they make promises they do not intend to keep.
I blame the republicans for leaing soldiers to their death.
